Too much authority?
Abraham Lincoln said that nearly all people can stand adversity, but if you want to test a person’s character, give him or her power. Overused authority has such a negative short term impact that it usually gets noticed. However, many people shy away from exerting enough authority because they don’t want to be seen as a dictator or stifle new ideas.

Not enough?
Without the appropriate authority, sometimes energy gets focused on internal competition. There are not many pithy quotes about authority being underused but it has a long term effect:
● Rules are not clear
● The group loses focus
● People get demotivated
